Led by the Technical Coordinator, Mr. Issa Dramé, accompanied by staff from IFAD, AFD and consultants as well as members of the Congolese Government, this partial supervision mission of the AVENIR Project took place from November 13 to 20, 2024 at the national project headquarters in Kikwit and had the main objective ofevaluating the level of implementation of the activities of the first PTBA as of October 31, 2024, since the entry into force of the project on August 21, 2023..

À la suite de la réunion technique de démarrage du 13 novembre 2024, l’équipe du FIDA et celle de l’AFD ont collaboré étroitement avec les équipes gouvernementales et les responsables du projet. Ces derniers ont facilité les échanges avec les parties prenantes et ont fourni à la mission toute la documentation nécessaire.

Au cours de cette mission d’une semaine qui avait réuni plusieurs parties prenantes, l’accent était mis sur la réalisation des études de référence, l’ingénierie sociale, les aspects entrepreneuriales et l’état de mise en œuvre des recommandations de la mission de supervision complète de juin 2024. La mission s’était focalisée ensuite sur l’évaluation de la qualité de la gestion financière et la passation des marchés du projet ainsi que la prise en compte de la dimension genre et inclusion sociale tout comme la communication et gestion des savoirs. Enfin, la revue des aspects de la supervision technique du Projet portant sur les volets d’infrastructures économiques (marchés, pistes rurales et ports fluviaux) afin de faire le point sur l’état d’avancement de la préparation et l’exécution des infrastructures y compris des perspectives de programmation.

The mission noted with satisfaction that the recruitments have been made and the team is in working order and that the project has started its activities. The results of the mission also showed significant progress in the contracting process with implementation partners. However, challenges remain, in particular on the appropriation of the content of the project, and especially of its objectives and results expected by the NGOs TRIAS and INADES as well as the federations.

À l’issue de la mission, plusieurs recommandations ont été formulées à l’UGP pour renforcer l’impact du projet :

(i) begin the inventory of economic potential and opportunities that the project can support to strengthen the empowerment of women, according to the spirit of the DCP; (ii) to promote the conclusions of the complementary study relating to the PAs of the Mushie territory; (iii) to institutionalize the gender and social inclusion technical review in the stages of the internal validation of all project documents, in particular the TOR, conventions and protocols, contracts, partner reports, (iii) The mission recommends to the PMU to accelerate the implementation of social engineering activities and the appropriation by the actors of the content, objectives and expected results of the project, (iv) thoroughly revise the PTBA 2025 to retain only realistic/feasible activities, while taking taking into account the unfinished activities of the PTBA 2024, (v) quickly mobilize the international technical assistance in civil engineering already planned and the recruitment of an environmental consultant responsible for environmental and social safeguards.

S’adressant aux missionnaires et parties prenantes pour exprimer ses remerciements, le Coordonnateur National du projet, Justinien Bacirongo Binyoma a précisé que la clôture de cette mission de supervision partielle conjointe marque une étape importante dans la collaboration entre le Gouvernement congolais, l’AFD et le FIDA. Les résultats obtenus et les recommandations formulées serviront de base pour orienter les actions futures et maximiser l’impact du Projet AVENIR. La coopération continue entre ces institutions et les parties prenantes locales sera essentielle pour relever les défis et saisir les opportunités de développement dans le secteur agricole et entrepreneuriat rural des jeunes.
