Economic infrastructure management and maintenance systems
Interprofessional consultation framework and market management system
The rehabilitation of economic infrastructure requires the prior establishment of a framework for permanent exchanges around subjects common to all market players (producers, collectors, transporters, traders, dockers, processors, CLER, etc.). This interprofessional consultation framework (CCI) is responsible in particular for planning the rehabilitation, negotiating site locations with the authorities (security, land), assessing the volumes concerned, etc. It is also the local contact for the civil engineering contracted by the Project.
A market price information system (MIS) ) is developed within the markets so that the prices of agricultural products are made available to users on a regular and reliable basis. This MIS provides information on prices from previous local market days, and if possible, nationally. It is accessible at the market level but also in the surrounding villages, either by posting in the market or by private commercial service, particularly electronically, which each actor would request according to their needs.
Section 2.2.1
Implementation and support of CLERs
Rural roads to access markets are closely linked to the construction of MDGs/MCs since they allow the transport of products from production areas to these markets. Thus, Village Road/Trail Maintenance Committees (CLERs) are set up at the level of the rehabilitated sections. These CLERs are an integral part of the market CCIs. Part of the fees collected on the markets may be paid to them so that they can ensure the minimum of routine maintenance. Management modules will be added to technical training. The CLERs will thus be able to launch entrepreneurial initiatives (SC 1.4).
Section 2.2.2
Support for producer organizations on the markets
The establishment of CCIs implies that the representative organizations of producers (including women, youth, PSH, PA) are effectively active in the activities of collection and marketing of agricultural products. Some of these organizations will be supported to become viable agricultural cooperatives and managed in a transparent manner, in alignment with the OHADA legal framework adopted by the DRC. Implementation mechanism for the Social Engineering component The implementation of this sub-component is done through specialized partners (INADES Training and TRIAS) in social engineering selected following a restricted consultation
